Job Summary

As a Cost & Contracts Manager you will be responsible for the following activities for the EPCM project at construction stage: cost control, contract management, processing of contractors monthly valuations, assessment of contractors variations, claims management and the determination of final accounts. 

 

Job Duties

  • Cost Estimating including order of magnitude estimates, budget estimates, project costs estimates at various stages of the project, estimation/verification of cost of design changes / contractors’ claims and variations.
  • Procurement Management (lead by Procurement Manager) assisting Procurement Manager and procurement team in review of expressions of interest and contractor’s pre-qualifications, preparation of tender documents and request for proposals, analysis and evaluation of tender submissions, arranging and chairing contract negotiations, and overseeing of the signing of agreements.
  • Contracts Management and Administration including the evaluation of the contractor against their obligations, evaluation of contractor’s claims and the provision of mitigation strategies to the Client, maintenance of appropriate records, and ensuring the contractor has the required bonding and insurance in place.
  • Cost Control including preparation of master budget for the project in liaison with Engineering team and the Client, preparation of monthly cost reports, identifying variances and mitigation actions.
  • Implementation of cost management system that details cash flow requirements in cooperation with the Customer and contractors, committed costs, costs remaining, and the overall cost to complete.
  • Review of all applications for payments and invoices from the contractors for completeness, accuracy, and compliance. Production of written reports on the findings and the subsequent action to be taken by the Client.
  • Assessment of the validity of contractor’s requests for changes and variations of any kind, providing written recommendations to the Client regarding the appropriate action that should be taken. In addition assessments will need to be made of variations proposed by the Client, and management of the change process as appropriate.
  • Management of the preparation, submittal, review and settlement of the final accounts of the contractors.
  • Acts as Bilfinger Tebodin representative for all day-to-day cost control and contract matters with the Client.
  • Assists the Project Manager/Director in devising and executing action plans to rectify potential cost overruns, schedule delays, or to accommodate significant changes to the scope of work.
  • Cooperate with Bilfinger Tebodin Engineering and PMC team members involved in the project.

 

Minimum Qualification & Experience

 

  • Bachelor’s degree or equivalent - 3 years of technical university in engineering.
  • Cost management experience with industrial projects, including preparation of cost estimates, contract management, administration, budget and cost control, variation and claims management, and the determination of final accounts - minimum 5 years is required;
  • Efficient in software and programs such as Word, Excel, PowerPoint, MS Project, Outlook and PDF editing tools.
  • Construction knowledge/background;
  • Understanding of shop drawings / architectural drawings / methods of quantity measurements;

Additional Comments

  • Experience in international EPCM industrial projects with English as communication language will be an advantage.
  • Degree in Quantity Surveying and membership in RICS will be an advantage.
