Chief Estimator 

Location: Charleston, South Carolina

Minimum Qualifications:


• Bachelor’s degree in Construction Management, Engineering, or related field highly desired
• 10+ years related experience with a commercial and/or general contractor
• Thorough knowledge of construction means and methods
• Extensive experience producing detailed fixed price estimates and has the ability to use RS Means or other published unit price books to produce detailed line item estimates
• Expertise with estimating software as well as MS Word and Excel
• Proficient understanding of principles, methods, and techniques of Engineering
• Extensive attention to detail with the ability to recognize discrepancies
• Strong verbal and written communication skills, to include clear, concise and professional presentation of information
• Excellent time management and organizational skills with proven ability to meet deadlines
• Ability to work well in a team environment
• Ability to professionally communicate the basis for individual work product when in a highly stressed environment
• Ability and willingness to mentor other Estimators

 

Scope of Responsibility:


Primary responsibility to manage the lump sum and seed/demonstration project pricing preparation for original contracts and subsequent task orders. Maintains and develops procedures for bidding projects under multiple award and design build contracts. Additionally, responsible to assist, as time is available, on Cost/Price proposals for Unit Price Book based bids and provide estimator training. Assists with improving procedures and training personnel.

 

Position Duties:


• Prepare lump sum and seed/demonstration project pricing
• Maintain a schedule of all lump sum bidding effort, to include corporate review and all activities necessary to prepare individual bids
• Personally initiate, prepare and manage the effort of supporting personnel necessary to submit competitive lump sum bids. Approve the Individually Priced Work Packages before subcontractor/vendor pricing is requested

• Manage and coordinate the review effort with the corporate office senior management before submission of the bid
• Proactively identify any additional resources and/or procedures necessary to allow timely submission of the best bid
• Coordinate with project offices to develop comprehensive subcontractor and vendor source lists, which will provide maximum coverage on all bid packages
• If design effort is required, manage the A/E’s effort necessary to prepare a competitive bid
• Travel to field offices to supervise the estimating process on critical proposals or when limited field resources need additional guidance and support, or as requested by senior management
• Maintain and enhance procedures for the preparation of lump sum task order bids on multiple award Indefinite Delivery Indefinite Quantity and design build contracts. Review existing procedures and recommend improvements as appropriate
• Develop and document new procedures for the preparation of lump sum task order bids on multiple award contracts. Establish and coordinate lump sum task order estimating and pricing procedures at project offices
• Maintain currency of the JOC Operations and Design-Build Manual estimating procedures, periodically reviewing for improvement and recommending revisions
• Internally benchmark our pricing against our competitors; maintain a database of lump sum pricing/bids and other historical pricing information in the geographical areas of interest
• Serve as the corporate reference for lump sum estimating, and provide training as appropriate
• Assist with various special projects as necessary
• Ensure compliance with Centennial’s Health, Safety, Environment and Quality (HSEQ) guidelines and procedures along with all local requirements (OSHA, USACE EM385.1.1, etc.)
• Responsible for notifying supervisor if an HSEQ infraction is observed
• Performance of the required job duties will be in an office environment along with visits to sites that are under construction which may include various weather conditions

o The ability to frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds
o Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus
