Position Summary

This position will lead the proposals for electrical and instrumentation projects. Responsible for preparation of data concerning a proposed construction electrical and instrumentation project including quantities of materials, man-hours to perform items of work, methods to be used, subcontractors, equipment required, and compute the cost of construction.

Duties and Responsibilities

  • Safety is a priority, employee must understand construction risks and bring them to the attention of their supervisor.
  • Complete estimates per Bilfinger Westcon standard procedure and administrative control from start to finish.
  • Point of contact to receive bid packages from: Marketing, Business Development, Clients or other various entities, assigned by Estimating Manager.
  • Perform review of bid package assigned, determine if the package is of strategic value to the company and should be placed on high priority status; discuss with the Estimating Manager and upper management.
  • Make sure the proper resources and time is allocated to complete the proposals by the bid due date.
  • Coordinate the efforts of assigned Estimators and Superintendents.
  • Must be an integral part of maintaining and motivating high quality standards and team work necessary to complete bid proposals.
  • Once a bid package is identified to require by Bilfinger approval to bid, (Contract Value > $10 million in value) chief estimators are responsible to ensure all paperwork is filled out properly.
  • The single point of contact between Bilfinger and Bilfinger Westcon is the Estimating Manager. The Estimating Manager will provide accurately filled out Bilfinger application forms to the main contact for submittal to the appropriate parties.
  • Estimating Manager will review and edit Bilfinger bid approval application forms provided by the Chief Estimator on required projects to ensure all required steps are followed and submitted. The Estimating Manager will also follow up as needed.
  • Perform additional duties per direction of the supervisor.

  • Excellent verbal and written communication and listening skills required.

  • Must be able to work at heights.
  • Must be able to work under pressure.
  • Must be able to work individually and in a team.
  • Must be able to perform the essential physical requirements listed below in harsh and/or stressful conditions.

Technical Knowledge and Skills


  • Minimum 5 years experience in industry
  • Must be proficient in reading blueprints, isometric drawings, orthos, and P&IDs.
  • Experience in weld inspection.
  • CWI preferred.



Physical Requirements


  • Ability to lift at least 50 lbs.
  • Ability to reach with arms and use tools above/over the head.
  • Ability to perform repetitive movements.
  • Ability to use hands to grasp.
  • Ability to stand (for extended periods of time), walk, stoop, kneel, squat, crawl, and twist.
  • Ability to sit, balance and climb ladders, scaffolds, and other objects.
  • Ability to carry tools.
  • Ability to move in and around confined and cluttered places and uneven areas.
  • Ability to work up to a 12-hour shift in all weather and temperature extremes.
  • Vision adequate to perform all required tasks.
