Regional Procurement Manager 

 

Location: Deer Park, Texas

Summary:

 

The Regional Procurement Manager is responsible for the planning, execution, and supervision of all Procurement activities in the region from the early estimating phase through the closeout of customer projects and ensures that all Procurement activities in the region comply with company’s policies and procedures. The Regional Procurement Manager will lead Procurement operations in the region by promoting integrity and excellence, and by fostering a culture of customer service, continuous improvement and process standardization. The role will supervise procurement personnel, provide interpretation on Group Policies and divisional regulations, advise on complex or riskier project procurement issues where needed, create templates and manuals for compliant procurement operations, and develop systems to assess, coordinate and improve procurement efforts in the field as well as in the regional office, and create the necessary components of an effective procurement program that meets corporate, division, and client standards.

 

Roles & Responsibilities:

 

  • As the Regional Procurement Manager, ensure that daily Procurement needs of all job sites in the region are met, including RFP/RFQ, purchasing, and expediting activities, and that company’s Procurement Policies and Procedures are enforced.
  • Work with the various Procurement team members in the region and the central team to assess staff capacity, provide training, implement sourcing strategies at the regional or local level, and support national sourcing strategies as identified by the central Procurement team. Spot check Procurement transactions in the region for compliance with the company’s Policies and Procedures.
  • Enforce the Procurement Policy and identify non-compliance with established procedures. Collaborate with Central Procurement staff on the development and implementation of master services and supply agreements and increase Procurement Spend under contract to meet organizational Value Contribution targets.
  • Assist in the development and continuous improvement of BNA policies, procedures, and work instructions and leads the region-wide implementation of the P2P framework, processes, and tools. Support the development of training materials, lesson plans, and ensure that site staff in the region receives all required Procure-to-Pay training. Contribute to maintaining internal control standards and implementation of all audit recommendations.
  • Identify potential areas of procurement vulnerability, perform appropriate risk assessments, develop and implement corrective action plans for resolution of problematic issues, and provide general guidance on how to avoid or deal with similar situations in the future by developing early warning systems and procurement risk management tools.
  • Contribute to the definition of the local procurement targets and implement regional and local strategies in line with the national and global strategy.
  • Conduct data analysis, query/report development and provides data-backed insights into BNA’s Procurement performance, supplier and contractor base, and spend patterns.
  • Prepare Bid Lists, Requests for Information, Quotation, or Proposal documents on assigned Procurement requirements. Prepare bid evaluations considering price, terms, delivery, past performance, etc. to determine successful bidders; make recommendation to supervisor for final disposition.
  • On more complex purchases, coordinate requests for technical clarification, commercial communications and bid clarification meetings and expedite timely bid submission. Prepare complete commercial bid evaluations and ensure completion of technical bid evaluations. Compile the technical and commercial bid evaluations and prepare the Sourcing Recommendation for approval.
  • Develop and implement plans to achieve annual fixed and supply costs savings. Support or conduct the commercial review and negotiations with suppliers to deliver on the company’s cost savings target and ensure properly documented achievements with regard to cost and terms & conditions. Build and maintain mutually beneficial relationships with key vendors within the region and track their performance on a continuous basis.
  • Lead and ensure the effective achievement of functional objectives of procurement by, managing performance, developing and motivating team, so that their individual and collective performance is of the required standard and meets the current and future needs of the business;
  • Interface across project sites and regions to support the sharing and implementation of best practices and drive the harmonization of our procurement and supply chain processes.
  • Will be required to work long hours when necessary and travel to other sites as needed.
  • Perform other responsibilities as assigned. This is a hands-on, working manager role.

 

Requirements :

 

  • Qualified candidates will possess a Bachelor’s Degree, ideally in Supply Chain Management, Business, or Finance, and have at least seven (7) years of progressive Procurement & Supply Chain experience (Procurement, Sourcing, Site/Project Buying, Commodity Buying) experience in the construction, chemical/petrochemical, or oil and gas sectors.
  • In lieu of a Bachelor’s Degree, Candidates should have at least ten (10) years of progressive supply chain and procurement experience in the construction, oil and gas, chemical, or petrochemical industries.
  • Demonstrated success in supporting field operations and corporate departments on their Procurement needs.
  • Comfort in high change, ambiguous environments with a demonstrated ability to prioritize. Adaptable and overcomes obstacles or competing priorities.
  • Excellent analytical, negotiation, interpersonal skills with a proven record of measurable achievements.
  • Strong general business acumen and professionalism; problem solving, strategy and execution experience.
  • Proficient with SAP and MS Office, including Word, Excel, and PowerPoint.
  • Good interpersonal, written and verbal communication skills are essential.
  • Team player and able to build and maintain relationships both internally and externally.
  • Travel percentage: 10% - 25%

 

Preferred Experience and Skills:

 

  • Two (2) years or more of prior supervisory or management experience is preferred.
  • Three (3) years or more experience in the negotiation of service agreements or subcontracts is desired.
  • SAP MM knowledge. Ability to influence internal customers to follow Procurement best practices. Positive attitude, customer orientation, and strong work ethic.
  • Curiosity and willingness to learn and grow with the organization.
  • Positive attitude with a strong affinity to change management.
  • Good planning and analytical skills.
