Job Title: HSE Officer – TAQA Approved

Location: Abu Dhabi, UAE

Job Summary

We are seeking an experienced HSE Officer with valid TAQA approval to support the safe execution of power, utilities, electrical infrastructure, maintenance, construction and project activities in Abu Dhabi.

The HSE Officer will be responsible for implementing and monitoring HSE requirements in accordance with TAQA standards, TAQA System Safety Rules, ADOSH-SF requirements, UAE legislation and project-specific HSE procedures.

The successful candidate must have strong practical experience in site HSE management, risk assessment, Permit to Work (PTW), electrical safety, LOTO, HV activities, incident investigation and contractor safety management.

Key Responsibilities

  • Implement and monitor project HSE plans, procedures and safe working practices in accordance with TAQA requirements.
  • Ensure compliance with TAQA HSE procedures, System Safety Rules and applicable ADOSH-SF requirements.
  • Conduct daily site inspections and identify unsafe acts, unsafe conditions and potential hazards.
  • Conduct and review Risk Assessments, JSA/JHA, Method Statements and Task Risk Assessments.
  • Monitor and enforce Permit to Work (PTW) requirements.
  • Ensure proper implementation of Lockout/Tagout (LOTO), electrical isolation and energization/de-energization procedures.
  • Monitor HV/LV electrical works, substations, switchgear, cable works and associated electrical activities from an HSE perspective.
  • Ensure compliance with electrical safety, earthing/grounding, arc-flash and energized-work controls.
  • Conduct toolbox talks, HSE inductions, safety briefings and awareness programs.
  • Monitor lifting operations, work at height, excavation, confined space, hot work and other high-risk activities.
  • Monitor contractors and subcontractors to ensure compliance with TAQA and project HSE requirements.
  • Exercise Stop Work Authority where unsafe conditions or activities present unacceptable risk.
  • Investigate incidents, accidents, near misses and unsafe occurrences and recommend corrective/preventive actions.
  • Conduct HSE inspections, audits and follow up on corrective actions.
  • Maintain HSE records, inspection reports, PTW documentation, incident reports and training records.
  • Support emergency response plans, drills and crisis-management activities.
  • Monitor HSE performance indicators and contribute to project HSE reporting.
  • Liaise with TAQA representatives, project management, supervisors, contractors and other stakeholders on HSE matters.
  • Promote a strong safety culture and continuous improvement across the project.

Mandatory Qualifications

  • Diploma or Bachelor's Degree in Engineering, Occupational Health & Safety, Environmental Science or a related discipline.
  • NEBOSH International General Certificate (IGC) or equivalent HSE qualification.
  • Valid TAQA HSE Officer approval / HSE Competence Register status – Mandatory.
  • Minimum 3–5 years of relevant HSE experience, preferably within power, utilities, electrical infrastructure, construction or maintenance projects.
  • Strong knowledge of TAQA HSE requirements and System Safety Rules.
  • Good knowledge of ADOSH-SF / Abu Dhabi OSH requirements.
  • Practical knowledge of PTW, LOTO, electrical isolation and high-voltage safety.
  • Experience with risk assessments, JSA/JHA, incident investigation and HSE inspections.

Preferred Qualifications & Certifications

  • IOSH membership / certification.
  • NEBOSH Oil & Gas.
  • ISO 45001 awareness / Lead Auditor.
  • First Aid / CPR.
  • Fire Safety / Fire Warden.
  • Working at Height.
  • Confined Space.
  • Lifting & Rigging Safety.
  • Electrical Safety / HV Safety training.
