Job Description: Proposal Engineer – Oil & Gas (FEED & Detailed Engineering) 

Job Title: Proposal Engineer – Oil & Gas 
Experience: 10+ Years

Education: Bachelor’s degree in engineering (Mechanical / Chemical / Electrical / Instrumentation / Civil or related discipline) 

Job Purpose 
The Proposal Engineer is responsible for preparing technical and commercial proposals for FEED and Detailed Engineering projects in the oil & gas sector. The role involves close coordination with multidisciplinary engineering teams to develop competitive, compliant, and high-quality proposals aligned with client requirements and company standards. 

Key Responsibilities 
• Prepare complete technical and commercial proposals for FEED and Detailed Engineering projects in upstream, midstream, and downstream oil & gas facilities. 
• Review ITTs, RFQs, and tender documents to understand client scope, technical requirements, and commercial conditions. 
• Define scope of work, deliverables, execution methodology, and proposal assumptions. 
• Coordinate with process, mechanical, piping, electrical, instrumentation, civil/structural, and project controls disciplines to gather inputs. 
• Develop man-hour estimates, cost estimates, schedules, and resource plans in coordination with discipline leads. 

• Prepare technical write-ups, project execution plans, organization charts, and schedules for proposals. 
• Liaise with vendors and subcontractors for budgetary quotations and technical  inputs. 
• Support commercial team in pricing, risk assessment, deviations, and bid strategy. 
• Handle tender clarifications, client queries, and post-bid negotiations. 
• Ensure proposals comply with client specifications, international codes & standards, and internal quality procedures. 
• Maintain proposal records, lessons learned, and cost databases for future bids. 

Required Skills & Competencies 
• Strong knowledge of FEED and Detailed Engineering consultancy workflows. 
• Sound understanding of oil & gas facilities, engineering deliverables, and project execution. 
• Experience in technical and commercial bid preparation. 
• Proficiency in cost estimation, man-hour calculation, and proposal planning. 
• Excellent coordination and communication skills with multidisciplinary teams. 
• Ability to work under tight deadlines and manage multiple tenders simultaneously. 
• Familiarity with international codes and standards (API, ASME, IEC, ISO, etc.). 
• Strong documentation, presentation, and report-writing skills.
